Solution for cut phone lines

I have a DSL connection via my phone line at home. Which means that when the phone line is cut, the internet is also going to get disconnected. To address this problem, I could install a cell phone device to the M1G (is this possible?). However, I have the following idea and am looking for feedback to see if it is a reasonable approach. I write a program on a remote computer (such as at work or a friends home) that regularly pings the M1G (say every 10 seconds). If the ping fails, this could mean the phone line is cut, or (more probably) the internet connection has gone down for some reason (which happens frequently). When the ping fails, I make my program phone in to the M1G to make sure it is still alive. If it does not receive the correct response, it performs the appropriate notification. As a programmer, it is reasonably trivial for me to write this program. But is this the best way of addressing this issue? Also, assuming this was a good solution, this could even be done by another M1G (like at my friend's home) or even by the monitoring station. Are there monitoring stations that can do this? What do you think?
